Contract upon arrival?

I recently had an online interview with a recruiter for a teaching position in a remote town in Saudi Arabia (I reside far away—on the other side of the country.). A couple of days later, the interviewer sent me an offer. The offer was laid out in seven points. The first six covered salary, housing, annual leave eligibility, and transportation between the instructional facility and the teachers' apartments. The terms did not mention working hours or transportation to/from work location (i.e., plane tickets).

Point seven was: Your contract shall be ready for signature upon arrival at WORK LOCATION. (The work location abbreviation was given here but I am omitting it at this time.)

I have not responded and I am—needless to say—surprised by this supposed offer.
